Which is regional and I didn't get it.

Since, I didn't have the coupon, I had to figure out a deal on the fly. So I walked in with a stack of eye products coupons to see what I could come up with.
Here is what I did today:

And apparently, I had a Rite Aid coupon for $4.00/1 - L'Oreal HiP Studio Secrets, I think it was on Facebook a while back, but I can't find any record of where I got it from. :(
For me it was paid $9.05, get $16.00 in +UP Rewards.

However, since that involves a coupon you won't have, that makes my deal a non-starter.
What I noticed was that the L'Oreal HiP Studio Secrets counted towards this deal:
Get $5.00 in +UP Rewards when you buy $20 Loreal Cosmetics, Skin, Sun, Hair care & Color.
So, my suggestion is, to get :
2x Maybelline New York Great Lash Mascara, sells for $5.49 each
Along with 3 L'Oreal eye items that total to around $20.00 (Including one Mascara and one eyeliner.)

There are several combinations that can work here though, find what works best for you. (And remember, L'Oreal isn't buy one get one 50% off, but several brands are and there are a ton of Rite Aid Eye Products Coupons between the Video Values and the Rite Aid Eye Extravaganza.
